First she's a Maiden accompanied by a Messenger, then she becomes a Messenger to the next Maiden. It's both a timeline and a visual of the Maiden's journey.
Soh's clothes don't exist physically nor can the villagers see her. That's why this scroll seems to be a visual representation of something rather than a physical representation of actual objects.
